Resolved: approve the Minutes of the meetings of 24th September 2018 as drafted

18/87 Updates on Previous Action Points
No action had been taken to close the Co-Op Bank account, Clerk to action this.

18/88 Report for Ward Councillor
Cllr Durkin was not present; his latest monthly Ward Report had been sent to members prior to the meeting.

18/89 Representations from the Public

18/90 Parish Council Summit
PSH and PS had attended the summit on 17/10/18 and reported that it had been a very informative and useful event. The slides from the event had been sent to members. No actions resulting from the event were proposed.

18/91 Broadband Provision
PSH and PS had been informed by a representative of Fastershire at the Parish Council summit that Airband had been awarded the contract to provide Fibre to the Premises to those properties in the parish not currently receiving superfast broadband. This is dependant on a mast being erected, however the location of this and the permissions for it have not yet been agreed. It is hoped that the service will be provided within six months.

18/92 Defibrillator
The specification of the electrical connection required for a system provided by Community Heartbeat Trust had been obtained. The Clerk is to acquire quotes from electricians to provide this. JH informed members that Fisher German (agents to Brockhampton Estate) and the Estate had offered to part fund a unit but were proposing a different provider. Clerk to obtain details of this proposal.

A draft had been sent to members prior to the meeting, no alterations were proposed.
Resolved: to publish the draft budget for consultation

18/94 Highways and Footpaths
a. Report on Highways and PRoW
JH reported. It was noted that some way markers on footpath BKR9 have been damaged and need repairing or replacing. Clerk to obtain costs of replacements from BBLP.
b. Lengthsman and P3 works
The grips on New Lane and at the junction of C1272 and the lane to Camp Farm need re-cutting; Clerk to inform the Lengthsman.
c. Defects to be Reported to BBLP.

18/100 Declarations of Interest and Requests for Dispensations

Consideration of comments to be made to Herefordshire Council regarding Application 183909 – The Furlongs, Brockhampton, HR1 4SA. Proposed refurbishment of the existing house, with an extension to the rear and side and the replacement of the outbuildings to provide ancillary domestic accommodation for the house.
Resolved: to submit the following comment to Herefordshire Council
Brockhampton with Much Fawley Parish Council objects to this application and makes the following comments:
1. There is an inconsistency between the application form, which indicates that no trees or hedges are to be removed and drawing no. 7344-2 which indicates that five trees and a hedge are to be removed; 2. The elevations drawings 7344-1 and 7344-8 may not give an accurate representation of the screening outline-softening effect of by the remaining trees or the Dutch barn;
3. The main extension is not considered to be subservient to the existing building due to its large footprint;
4. There are aspects of the design which are considered not to conserve or enhance the AONB (Local Plan policy LD1) in particular the raised ground level of the main extension relative to the existing house results in neither eaves or window levels of the main extension relating well to the existing house; the materials proposed (rendered rear façade and larch cladding) and the areas of flat roof are not in keeping with the stone of the existing house or with the nearby Dockhill Well Farm house and its associated buildings.

18/102 Recruitment of a New Clerk and Provision of Interim Cover
Resolved: to use the HALC service to find a new Clerk. PSH to be the interim contact. Mark Milmore to be asked to update the website until a new Clerk is appointed.
